ADS speed is the time the weapon takes to come up to the sights, in milliseconds. It matters in the first moment of a fight. A shorter time puts the sights on target sooner. It is the time to aim down sights, not the time to leave them.

CODMunity reports no base ADS speed for the FSS Carbon Edge 1095. That is unknown, not zero.
Attachments that change ADS speed
CODMunity lists a change to ADS speed for 336 attachments and Apex Attachments on 28 weapons (606 pairs of attachment and weapon). Anything the source lists nothing for is unknown, not neutral.
A 10% longer time on one attachment and a 10% shorter time on another cancel almost exactly, because changes multiply. When you fit several, the builder's Stats section does the multiplication and shows the new time next to the base one.
Largest reported reduction in ADS speed: Mosin Pistol Stock (stock) on the Mosin-Nagant, −26% (better).
Largest reported increase in ADS speed: Oden Sentinel (apex attachment) on the Oden, +44% (worse).

Reading this stat
Times are in milliseconds and span a wide range, so the slowest weapons are several times slower than the quickest. An attachment that lengthens ADS time shows up in the increases table with the word worse next to it. Pair this stat with sprint to fire speed if you want a weapon that is ready quickly from both stances. Read it with ADS movement speed, which covers how you move once the sights are up, and with sprint to fire speed for the other way into a fight.
